The 2004 tsunami caused widespread destruction, overwhelming response systems and affecting millions across Southeast Asia. While ASEAN has improved its disaster management capabilities, the region remains vulnerable to crises that degrade multiple interconnected systems, such as maritime infrastructure and communication networks. Failure to address these dependencies could lead to cascading failures during future disasters, putting lives and livelihoods at risk.
