Delhi launches winter action plan to combat air pollution

• The Delhi government, in coordination with the Union government, has introduced a comprehensive winter action plan to address the city's recurring air pollution issues. The plan includes measures targeting vehicle emissions, road dust, waste burning, industrial pollution, and specific pollution hotspots. Key initiatives include the 'No PUCC, No Fuel' policy starting 1 October, which denies fuel to vehicles without a valid Pollution Under Control (PUC) certificate, and restrictions on older, polluting vehicles entering Delhi from 1 November. Authorities aim to complete 1,872 km of road redevelopment by 15 November and have increased air-quality monitoring stations from 47 to
• The plan also includes a zero-burning campaign and stricter enforcement against non-compliant industries. This is the first time a permanent Winter Pollution Master Plan has been implemented, replacing ad-hoc seasonal measures.

Impact & Risks

Delhi's air quality typically deteriorates significantly between November and February, with average Air Quality Index (AQI) levels ranging from 312 to 342 in recent years. The maximum AQI has reached as high as 494, indicating severe pollution. Poor air quality poses health risks, particularly for vulnerable groups such as children, the elderly, and those with respiratory conditions. The measures aim to mitigate these risks by reducing emissions from vehicles, industries, and waste burning. However, the effectiveness of the plan will depend on strict enforcement and public compliance.
