Florida's aging manufactured homes, many of which predate 1994 wind-resistance standards, are particularly at risk. Residents in these homes are 15-20 times more likely to die in tornadoes compared to those in permanent structures. The lack of storm shelters and language barriers in emergency warnings further exacerbate the risks for low-income and elderly populations.
