Finance Ministry Urges Shift to Producer Price Index for Government Contracts
IN · Published Aug 16, 2026
The Indian Finance Ministry has recommended that all government ministries and departments transition from using the Wholesale Price Index (WPI) to the Producer Price Index (PPI) for rate escalation clauses in procurement contracts. This move follows the Commerce Ministry's introduction of monthly PPI data for goods and services in June
The PPI is considered a more accurate and internationally accepted measure of price changes at the producer level. The shift aligns with International Monetary Fund (IMF) recommendations and is expected to phase out the use of WPI within the next five years.

Impact & Risks

The adoption of the PPI is expected to provide a more precise reflection of price movements, benefiting both the government and contractors by ensuring fairer adjustments in contract costs. However, the transition may pose challenges, including the need for capacity building and adjustments in existing contracts. The move could also impact industries reliant on WPI-based calculations, requiring them to adapt to the new system.
