The most severe impacts are expected in the Mid-Atlantic and Southeast regions, where a Level 3 of 4 flood risk is in place for the Virginia-North Carolina border through Friday morning. Urban areas, including Atlanta, Birmingham, and Charlotte, are at risk of flash flooding due to rainfall rates of up to 2 inches per hour. The flood threat will persist into Friday, with a Level 2 of 4 risk extending from coastal North Carolina through South Carolina, northern Georgia, and northeast Alabama. Isolated flash flooding is also possible along the Texas Gulf Coast and in South Texas.
