Peak winds are forecasted at 35 to 45 mph (56 to 72 km/h) with gusts up to 60 mph (97 km/h), and wind gusts to hurricane force are possible in elevated areas. Rainfall totals of 6 to 10 inches (152 to 254 mm) are expected, with localized amounts exceeding 14 inches (356 mm), potentially causing flash flooding and mudslides. Storm surge could raise water levels by 1 to 3 feet (0.3 to 0.9 meters) above ground in vulnerable areas, accompanied by large and destructive waves. High surf of up to 14 feet (4.3 meters) is anticipated along south and east-facing shores, with conditions favorable for short-lived tornadoes and waterspouts near Kauaʻi and Niʻihau late Monday.
