Heavy rain from Monday through Thursday is increasing the flash flood threat across the Upper Midwest as a slow-moving storm system brings repeated rounds of thunderstorms.
Storms begin near the North Dakota–Minnesota border Monday night before spreading into northern Wisconsin and Michigan by Thursday.

The widespread and prolonged nature of this rainfall poses a significant risk to communities throughout the Upper Midwest. Cities such as Minneapolis, Duluth, and Green Bay are directly in the path of this weather event, with a Level 2 out of 4 risk for flash flooding in effect for Tuesday and Wednesday.
