The forecasted rain and storms could disrupt outdoor Halloween activities, particularly in the Southern Plains, Midwest, and Southeast. Flash flooding is a concern in southwest Texas, with a Level 2 out of 4 threat issued for Thursday. Repeated rounds of heavy rain may lead to localized flooding, especially in areas where storms linger. Trick-or-treaters in affected regions may need rain gear or jackets to stay dry and warm. Meanwhile, the Northeast and Mid-Atlantic are expected to have favorable conditions for outdoor festivities, with mild temperatures and dry weather.
