The heavy rainfall and flash flooding pose life-threatening risks, particularly in areas already saturated from earlier storms. Cities such as Houston, Lake Charles, New Orleans, Biloxi, and Mobile are at high risk of significant flooding. The Weather Prediction Center has issued a Level 3 out of 4 flash flood threat for parts of the region. Flooding has already caused fatalities in Texas, with two deaths reported, and has led to numerous water rescues and road closures. Coastal flooding and strong winds may also disrupt communities along the Gulf Coast.
