The rapid rise in river levels poses significant risks to visitors in parks, campgrounds, and swimming areas, especially those without access to emergency alerts. Vulnerable groups include children at youth camps, day users already in the water, and families in public spaces. Poor communication infrastructure and reliance on text-based alerts fail to adequately protect these groups. The article stresses that audible warning systems and community-based safety measures are essential to mitigate risks during flash floods. Without these improvements, the potential for loss of life and property remains high.
