Tropical depressions typically form over warm ocean waters where the sea surface temperature is at least 80°F. Warm, moist air rises from the ocean, creating an area of low pressure. As the air rises, it cools and condenses, forming clouds and thunderstorms. If the system becomes organized and the wind circulation strengthens, it can develop into a tropical depression.
