A rare Level 4 of 4 flood risk has been declared across parts of the southern United States as remnants of Tropical Storm Arthur continue to bring heavy rainfall.
According to CNN, over 17 million people are under flood watches, with some areas experiencing rainfall rates of up to 6 inches per hour.
