Rain is bringing much-needed relief to drought-stricken areas across the southern U.S., but it's also raising concerns about flash floods. Another round of drenching rain is expected through Tuesday, April 21, particularly in parts of southeastern Texas, including Houston, San Antonio, and Austin.
