• Extreme heatwaves across India are severely affecting 76% of the population residing in high-risk heat districts. Outdoor informal workers, such as construction labourers and street vendors, are experiencing up to 40% lower earnings on extreme heat days due to reduced productivity and increased medical costs. Many workers lack access to basic workplace amenities like shade, drinking water, and sanitation, forcing them to choose between their health and daily income. The government has reported that 23 states, 195 districts, and 64 cities have prepared Heat Action Plans as of July
• Additionally, heatwaves and lightning have been included under the State and National Disaster Response Fund guidelines for 2026-

Impact & Risks

The ongoing heatwaves are disproportionately affecting outdoor and informal workers, who are already vulnerable due to limited access to workplace amenities. Reduced earnings and increased medical expenses are pushing many into financial distress. Women and home-based workers are also severely impacted, as inadequate housing and poor ventilation exacerbate indoor heat stress. The lack of effective implementation of Heat Action Plans and insufficient funding for cooling infrastructure and parametric insurance further heighten the risks. Without immediate action, the health and livelihoods of millions remain at stake.
