India Reviews Glacial Lake Outburst Flood Risks, Downstream States Omitted

• The Government of India recently conducted a review meeting on preparedness for Glacial Lake Outburst Floods (GLOFs) and avalanches in the Himalayan region.
• The meeting, chaired by the Union Home Secretary in New Delhi on 3 September 2026, included representatives from Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh, and Jammu & Kashmir, along with officials from the Ministry of Home Affairs, NDMA, Central Water Commission, IMD, and DGRE.

The exclusion of Bihar and Uttar Pradesh from the review meeting raises concerns about the preparedness of downstream regions that face severe consequences from Himalayan-origin disasters. Events such as glacial lake outbursts and avalanches can lead to catastrophic flooding in river systems like the Gandak, Kosi, and Bagmati, affecting millions in the Ganga basin. The recent floods in Nepal, which caused over 1,200 deaths and widespread destruction, underscore the need for a comprehensive approach that includes both source and consequence zones.
